Sir Malcolm Rifkind KCMG, QC, MP (Edinburgh 1946 – ) is a British Conservative Party politician who served as a cabinet minister under Prime Ministers Margaret Thatcher and John Major, becoming Secretary of State for Scotland in 1986, Defence Secretary in 1992 and Foreign Secretary, 1995 – 1997.

Rifkind was educated at George Watson’s College and the University of Edinburgh, where he studied Law and then Political Science. He served as a local councillor in Edinburgh between 1970 and 1974, before being elected MP for Edinburgh Pentlands, which he represented until 1997. He currently serves as the Chairman of the Intelligence and Security Committee, and is MP for the London constituency of Kensington.
